How the LWV Develops a Position on an Issue

Critical to the understanding of the LWV’s positions is an appreciation of the process the League

follows to arrive at a position on a specific issue. That process is structured and democratic,

designed to ensure that positions are based on thorough study, member consensus, and broad

participation. This process underscores the League's commitment to being nonpartisan, fact-

based, and member-driven.

There are 5 key steps to the process.

STUDY

  • A League (local, state, or national) identifies an issue it believes needs examination.

  • A study committee is formed to research the issue in depth, including gathering facts, examining various viewpoints, and identifying potential policy solutions.

  • The study is then presented to the full membership through written materials, presentations, and discussion meetings.

    CONSENSUS

  • After reviewing the study materials, members participate in small group discussions to answer a series of consensus questions developed by the study committee.

  • Consensus does not mean unanimous agreement but rather general agreement among members about what the League should conclude or support.

    POSITION STATEMENT

  • Based on the results of the consensus meetings, the study committee drafts a position statement that reflects the members' collective views.

  • That recommended position is then reviewed and voted on by our members (usually by delegates at our Convention). The proposal may be approved, amended, or be rejected a that time.

ACTION/ADVOCACY

  • Once a position is established, the League can use it to advocate, lobby, or take action.

  • The League only advocates on issues for which it has a formal position; it does not act on issues it has not studied and reached consensus on.

REVIEW AND UPDATE

  • Positions are periodically reviewed and may be updated or restudied if circumstances or facts change significantly.
